Could someone PLEASE explain this chatting violation thing to me??

What exactly constitutes chatting or not chatting. I asked a question how many have gone to the store in their pj's & got a chatting vn?! Now, if I would have asked "POLL: How many have gone to the store in their pj's and how many have not?" Would that still be chatting?? It's not like my question was "Hi, have a great day." It WAS a QUESTION! I don't get this whole chatting thing?
