Why did batman save Harvey instead of Rachel?

He doesn't choose Harvey. The Joker switched the addresses because the Joker wanted Batman to pick Harvey, because he knew if Batman saved Harvey it would tear both Batman and Harvey up. You can tell he meant to choose Rachel because as he's leaving the station, Gordon asks whom he is going to save, and Batman responds "Rachel," so Gordon goes to the other address.
